As we prepare for the upcoming summer Board Elections, now is a great time to get to know the individuals who are leading each of LACERA’s Boards. General members will soon have an opportunity to vote for the Second Member of Board of Investments and the Second Member of the Board of Retirement. Retired members will vote on the Eighth Member of the Board of Investments and the Eighth and Alternate Members of the Board of Retirement. LACERA’s two Boards—the Board of Retirement (BOR) and Board of Investments (BOI) each work in partnership with our staff to fulfill our mission. Each Board is guided by a dedicated Chair, Vice Chair, and Secretary. These trustees don’t just lead meetings-they uphold the mission vision, and values that support over 200,000 members across Los Angeles County and beyond.

Here’s a look at the trustees currently serving as Chair, Vice Chair, and Secretary on each Board:

Board of Retirement

James P. Harris (BOR Chair): Mr. Harris is serving his third consecutive term as the elected alternate retiree trustee on the Board of Retirement. Mr. Harris was the elected alternate safety member trustee from 2008 until his retirement in April 2010. In addition to his role as BOR Chair, he is also currently serving on the Joint Organizational Governance Committee.

Wayne Moore (BOR Vice Chair): Mr. Moore has been an appointed trustee of the Board of Retirement since January 2020. He has also previously served on the Board of Investments from February 2017 to December 2020 and was a member of the Chair of the Credit and Risk Mitigation Committee during his term.

Les Robbins (BOR Secretary): Mr. Robbins is the longest-tenured trustee and has served since he was first elected in 1997. Throughout his tenure, Robbins has held various positions, including Chair, Vice Chair, and Secretary.

Board of Investments

Shawn R. Kehoe (BOI Chair): Mr. Kehoe is the elected safety trustee for the Board of Retirement and Board of Investments. In addition to serving as the Board of Retirement Chair for three terms and Board of Investments Chair for one term, he has served on every committee during his tenure on the LACERA Boards.

Nicole Mi (BOI Vice Chair): Trustee Mi has served on the Board of Investments since January 2024 and serves on the Joint Organizational (Chair), Credit Risk Mitigation Committee (Chair), Joint Audit, Compliance, Risk, and Ethics Committee (Vice Chair), and Public/Private Equity committee.

Mike Gatto (BOI Secretary): Mr. Gatto has served on the Board of Investments since January 2024. He currently serves as Vice Chair of the Public/Private Equity Committee and is an alternate member of the Real Assets Committee.
