Gratitude to Departing CEO for Guiding LACERA Toward a Stronger Future

We are writing to share an important leadership update regarding the Los Angeles County Employees Retirement Association.
Santos H. Kreimann, Chief Executive Officer of LACERA, has informed the Boards of Retirement and Investments of his decision to step down due to health reasons and to spend more time with his family. While this was not an easy decision, it is one made with careful thought and the full support of the Boards.
Prior to joining LACERA in 2019, Santos had devoted more than three decades to public service with Los Angeles County, providing steady leadership through periods of significant organizational change. During his tenure at LACERA, he guided the organization through the challenges of the COVID‑19 pandemic, ensuring continuity of member services, safeguarding employee well‑being, negotiated increases in the lifetime maximum benefit limit applicable to retiree PPO health insurance coverage, and supported the long‑term stability of the retirement system. He advanced key technology modernization initiatives, strengthened strategic planning efforts, and helped cultivate a culture centered on service excellence, accountability, and sustainable organizational growth.
Succession planning was another area Santos identified as important to sustaining organizational continuity. As part of that focus, Luis Lugo, who has served as Acting Chief Executive Officer since March 17, 2025, will continue in that role. This continuity ensures no disruption to operations, benefits, or member services.
